Shaved[]
It's also possible that he shaved it off. We have proof of this being possible as Vegeta was able to shave off his mustache in bullshit retarded GT.
or maybe it was burned off by a ki blast in a fight, and since saiyans dont grow more hair he was forced to stay bald. vegeta growing a mustache in GT is just a plot hole.
Born with no hair?[]
Doubtful. In the Bardock movie, Nappa had a tuft of hair. Though there is the possibility that this was a toupe and he was indeed born bald.
Saiyan Aging[]

Some Possible Reasons[]
-He shaved his head.
-Disease or mutation caused him to lose his hair.
-Nappa could have been born with no hair. (This would create a plot hole because he had hair in the Bardock movie unless Nappa was wearing a wig for some reason in the movie.)
-He could have been exposed to too much radiation.
