"3 or more" isn't true[]
"3 or more" may be what popo says at first but, if you remember, during the fight with super buu, this is disproved as three people easily enter the chamber. Piccolo, Super Buu, and Gotenks are all in there at the same time

"3 or more" is the same as more than 2.
Even if Super Buu is "goo" Piccolo, Goten and Trunks were in there together, so that proves Mr.Popo being wrong. But if answering your question here...no multiform would not affect the HBTC, seeing as how it is the same person just multiplying themselves. I don't think that Piccolo of Tien or anyone that uses Multi-Form counts as more than one person. Maybe Mr. Popo said that no more than two people can enter because there may be not enough food there.
