Hikou (飛行; lit. "Aviation") is the ability to fly without the use of ki through the use of wings or special mechanisms[1] (such as jetpacks).
Overview
Kid Goku is able to use a Tail-Helicopter Technique (尻尾を回転させて空を飛ぶ, Shippo Wo Kaiten Sasete Sora Wo Tobu; lit. "Flying Through the Air by Spinning Your Tail")[1] where he swings his tail in a circle fast enough to hover and fly freely. he used it only once, in his fight against Jackie Chun in the 21st World Martial Arts Tournament. Jaco the Galactic Patrolman is capable of high speed flight using his jet boots.
As the androids have no ki of their own, they are unable to use Flight. Instead, they have a special device in their body that allows them to fly, while others have rockets.
Video Games
In various video games, certain characters such as Mr. Satan that are incapable of ki-based flight are equipped with jet-packs that allow them to fly. This is usually done for gameplay purposes to provide a plausible explanation for how they are able to fly.
