Additionally ever since the introduction of Scouters, it has been shown that relying too much on Power Levels can lead fighters to underestimate opponents with weaker power levels and become confused when the numbers do not match the ability of those they are fighting as warriors can suppress, power up, or even raise their power level so instantaneously that the change doesn't even register like how Goku did on Namek. More experienced fighters like Vegeta and Captain Ginyu tend to be better at recognizing this flaw and thus less likely to put their faith in them though in Ginyu's case it was because he could power up while Vegeta realized Raditz's failure was due to him relying too much on his Scouter readings.

The Power Level (戦闘力 Sentō Ryoku, lit. "combat power" or "fighting strength"), referred to as Battle Point/Battle Power (BP) in video games, manga, and Dragon Ball Super: Broly, is a concept found in the Dragon Ball franchise created by Akira Toriyama. It is first introduced in Dragon Ball, where a young Goku learns to sense ki after drinking the Ultra Divine Water, although the Dragon Team are able to detect power levels via the ki sensing ability eventually.

The actual term "Power Level" usually refers to readings produced by scouters, which are sensory devices used by Frieza's crew that detect a person's ki. The reading is converted into numbers of an unspecified unit, and the resulting number is the "Power Level", or an estimation of that person's physical capability. However, other types of devices like Babidi's ki detection device can also produce numbers based on detection of ki, but these readings are generally not referenced by fans. Power Level is generally an ambiguous term that describes the concept of physical ability.

In order for someone to be able to take attacks from a foe without taking any damage, they must emit twice the energy of their foe.[1]

Scouter Levels

The highest number ever officially read aloud from a scouter is Captain Ginyu's reading of Goku's power level, which after powering up, is 180,000. Until 2015 the highest power level ever mentioned in Dragon Ball Z is Frieza's power level of 1,000,000, stated by Frieza himself after transforming into his Second form; in that same year when Dragon Ball Z: Resurrection ‘F’ came out where the newly revived Frieza again stated that if he'll push himself to train for the next 4 months, he'll reach a power level of 1,300,000 as an achievement, which is not that impressive considering the later power levels shown in the franchise. The highest power level ever officially stated in the Daizenshuu guides is Super Saiyan Goku's power level of 150,000,000 while battling Frieza on Namek. The overall highest power level officially stated was 5,300,000,000 for Frieza's power level in Dragon Ball Z: The Real 4-D.

Scouters require a detectable ki signature to read power levels thus they are incapable of registering power levels of those who possess unnatural sources of ki such as certain types of Androids or Godly ki thus are unable to give power levels in those cases.

The use of power levels is to get an estimation of how a battle will fare between two opponents of known power levels. In general, if one has a higher power level than one's opponent, then they can defeat the one with the weaker power level. For example, "Person A" has a fighting power of 10,000 and "Person B" has a fighting power of 5,000. "Person A" can most certainly defeat "Person B". However, the factors of speed, strength, and technique can also come into account when deciding the outcome of a fight.

It should be noted that, when factoring in the edge a fighter has over an opponent, the difference in power levels as a flat number is apparently not important, but rather, the relative or percentage difference between the power levels of the two combatants. The power levels read by scouters led members of the Frieza Force to constantly underestimate the Z Fighters in battle. Also, a stronger power level does not always mean that fighter will always win.

Within the Saiyan Army, a Saiyan's power level from birth plays a role in determining their social caste, for example, Goku was considered a low-class warrior due to his low power level while his older brother Raditz was a mid-class child soldier assigned to work alongside the Elite Saiyan Prince Vegeta and Mid-Class Warrior Nappa though as he was weaker than Vegeta and Nappa they tended to look down on him due to his power level and the fact he came from a family of low-class Saiyans. However, it is possible for a Saiyan to raise their social standing by increasing their power level. Royals such as Vegeta and King Vegeta both possessed high power levels which classified them as Elites, However Power Levels are only one of the criteria measured as the Saiyan Prince Tarble was classified as a low-class Saiyan due to his lack of initiative to fight and lacking the natural aggression common among pure-blooded Saiyan, which was such an embarrassment that his father exiled him from Planet Vegeta. Additionally in the case of Broly despite being born with an abnormally high-power level, King Vegeta saw the child as a potential threat to the House of Vegeta as Broly's power level rivaled his eldest son's. The Frieza Force and Cooler Force also use power levels to gauge the ability of Combatants and mercenaries with elite members often possessing high power levels such as the Ginyu Force and Cooler's Armored Squadron. The Organization of Babidi similarly uses Kili to measure the power levels of its members which also effects their rank within the organization.

Changes in Power Levels

In general, the power level of a regular person in the Dragon Ball universe seems to remain pretty constant throughout their life. Power levels can be increased, usually very slowly, through intense training or by some other special means. Some people are able to increase their power levels faster than others; the clearest example of this is Goku or Gohan. Power levels can be lowered when the fighter's physical condition decreases, such as injury and exhaustion.

The power level of most people is usually the same independent of the fact that they are resting or powered-up. However, there are several important exceptions. The most common way to increase one's power-level temporarily during a fight is for races or characters that are able to transform into different shapes and alter their external appearance. Examples include Saiyans (who transform into Great Apes and Super Saiyans), Zarbon, and Frieza. There are also some people that have learned the skill to change their apparent power level at will, using a Power Up technique. This allows them to suppress their power level when they wish to appear weaker, to be undetected or to conserve energy, and to increase their power levels to their maximum during a fight. Namekians and highly trained Earthlings (such as the Z Fighters) seem to be examples of races that are able to do this with the most ease, though Saiyans are also shown to be able to learn this ability. Other characters known to possess this ability are Captain Ginyu and Frieza, whose races are unknown. Z Fighters wear Weighted Clothing as part of Kami's intense training, which also suppresses their full strength until they take them off. Some beings like Cell, Majin Buu, and Naturon Shenron possess the ability to absorb others to increase their power level.

Dr. Brief created a device that allows the user to train under higher levels of gravity to raise their power levels.

Dragon Ball Z: The Tree of Might introduces the Fruit of the Tree of Might, a special fruit that gives whoever consumes it a massive power increase, basically giving to those who have access to it a shortcut to obtaining a greater power level with little to no effort. However, due to the fact it takes the energy of an entire planet to produce it is normally reserved only for deities (Eternal Dragons in the Funimation dub) such as the Kais and Supreme Kai.

The Saiyans possess a unique ability called Saiyan Power that allows them to easily increase their permanent power level. When they are left almost dead but are able to recover, they increase their maximum level and gain a great amount of power. The first character to display this in the series is Vegeta. However, it should be noted that it is implied (as part of the series' retroactive continuity) that Goku displayed this ability as well during his youth in the Dragon Ball series (when Vegeta mentions the ability during his second fight with Zarbon, and Krillin explains that the same thing used to happen to Goku whenever he survived a fierce battle of the same caliber). This ability also extends to Half-Saiyans, like Gohan. When fighting strong opponents, Saiyans increase their fighting power as the fight drags on; as Goku did against Beerus.

The average human power level is between 5 and 10, with exceptionally skilled humans such as Master Roshi, Krillin or Nam having power levels over that of 100. Not all power levels stated in pamphlets and Daizenshuus should be taken literally, as Kid Goku with a power level of 10 has a weaker power level than Doctor Briefs, who is an old man, and Kid Goku is clearly much stronger.

Characters that have mixed Saiyan and human blood seem to display special abilities regarding power levels. They are able to reach high levels much faster than other races. Their power level at a given time also fluctuates a lot depending on their emotional state. Intense rage, for example, can make characters like Gohan or Goku Jr. increase their power level significantly for a limited amount of time.

Androids capable of Energy Absorption like Android 20, Android 19, Cell, Super 17, and Mira are capable of powering up by absorbing ki from living beings. Members of the Demon Realm Race including artificial hybrids like Mira and Fu, as well as pure members such as Dabura and Demigra, can power up by gathering large amounts of damage energy from powerful fighters, though they and Babidi use a different unit of measurement called Kili. Scientists like Dr. Gero, Towa, and Android 21 are able to calculate power levels and even make predictions on how much stronger an individual may become based upon known data, though incomplete data can cause issues as Dr. Gero's projections were negatively impacted by his lack of data on the Battle on Planet Namek and Future Trunks, due to him electing to end collecting data on the Z Fighters battles following Vegeta's defeat during the Saiyan conflict. However, upon witnessing Goku's Super Saiyan form (while he was beginning to suffering from Heart Virus) he remained confident of that Goku's strength was well within his projections and that he was no match for Android 19. However Super Saiyan Vegeta's strength did surprise him and Android 19, as unlike Goku, Vegeta was able to utilize his full strength as he was physically healthy. This indicates that certain diseases and afflictions such as Delayed Onset Ki Disorder can impact a warrior's power level.

In Dragon Ball Super: Broly, the Scouters used by Cheelai and Lemo seem to have been designed to only register power levels up to 99,999 indicating a reading of 1 million or higher would be unreadable. Presumably this is either a safety feature added by Kikono or the newer models can only read power levels up to 99,999. Given Frieza's statements that his pre-training 2nd Form's power level was over 1 million during the Battle on Planet Namek, thus anyone with an unreadable power would be on par with Frieza's 2nd Form during the Battle on Planet Namek, thus Lemo's reaction to the reading is understandable as it would put Broly's power level well above that of the mighty Ginyu Force. However, it should be noted that Broly's power level would fluctuate wildly when he was younger. It should be noted that according to Captain Ginyu, mutations can cause one to possess a power level higher than normal for their species, with the Ginyu Force, King Cold, Frieza, and Broly all being examples of mutants with higher-than-average power levels.

In the Dragon Ball Xenoverse series and Majin Buu Saga, it is shown that Magic can be used to increase a warrior's power level usually by drawing out the warrior's latent potential (as shown by Babidi's henchman Spopovich and Yamu who were originally normal Earthlings before turning them into Majin) or by transferring power from another into said person (for example in Xenoverse in an altered timeline of Cell Games, Towa transferred some of Mira's power into Mr. Satan granting him the ability to use ki and Fly) granting them power (and fighting abilities) they would not normally possess. In the Xenoverse series, both Demigra and Towa could use Dark Magic to empower various fighters throughout history making them stronger than they historically were. Demigra and Towa could also grant certain fighters a special power-up known as Villainous Mode. In Xenoverse 2, Towa developed a new spell that sacrifices some of the fighter's life force to draw out grant levels of power and granting certain fighters the Supervillain transformation. Unlike other methods, Magic can be used to augment a fighter's power against their will and/or without their knowledge. Power-Ups obtained via Dark Magic are also temporary and can be removed by defeating the fighter under its effects. Moro also possesses the ability to power up others such as the members of the Moro Corps by gifting them with energy. As shown by Saganbo those powered up by Moro can achieve a Powerhouse state however too many power-ups can potentially kill the recipient.

In Xenoverse 2, it is revealed that Power Levels can also be increased scientifically by making modifications to a warrior's body, like when Towa uses her scientific knowledge to modify Bardock into the Masked Saiyan, greatly increasing his power level, while brainwashing him to serve the Time Breakers. Unlike Dark Magic, it is stated that these modifications remain even if the person is freed from being controlled as Bardock states he will make Mira regret making the Saiyan stronger after being freed from the Time Breakers control. Unlike cybernetic modifications, Bardock's modifications were apparently biological in nature.

It should be noted however that the power of even artificially enhanced fighters like Mira and Bardock, could surpass even Towa's scientific calculations as both Bardock and later Mira manage to reach power levels beyond her projected calculations. It is implied by Mira that warriors with indomitable wills/fighting spirit can overcome their limitations and even manage to overpower someone with a power level stronger than them, as Bardock manages to hold Mira in a Full Nelson, despite Mira stating that his power level is higher than Bardock's. However, it should be noted that both Mira and Bardock possess Saiyan genes, and it is implied that Bardock's Saiyan Power ability was a factor as it allowed him to grow stronger as he fights. It should also be noted that Mira only manages to surpass Towa's calculations after his defeat by Super Saiyan 3 Bardock inside the Time Rift, which caused Mira to develop a fighting spirit and indomitable will that he states allowed him to grow beyond his creator's designs and calculations. Bardock also suggests that Power Levels are just numbers and that one should not trust them completely, reinforcing the idea one should not over-rely on Power Levels to gauge a warrior's strength, as ultimately it is just number that does not completely reflect a fighter's total fighting capabilities (as it does not account for other factors such as skill, speed, technique, combat experience, genetics, and even fighting spirit). Additionally ever since the introduction of Scouters, it has been shown that relying too much on Power Levels can lead fighters to underestimate opponents with weaker power levels and become confused when the numbers do not match the ability of those they are fighting as warriors can suppress, power up, or even raise their power level so instantaneously that the change doesn't even register like how Goku did on Namek. More experienced fighters like Vegeta and Captain Ginyu tend to be better at recognizing this flaw and thus less likely to put their faith in them though in Ginyu's case it was because he could power up while Vegeta realized Raditz's failure was due to him relying too much on his Scouter readings.

Other Devices

Other devices can be seen to read ki such as Babidi's device, which uses a unit of measurement called "kili". His reading put Super Saiyan Goku's level at 3,000 kili, and Yakon at 800. Android 16 is also seen to be able to calculate power levels using his Power Radar, but the units of measure that he uses are never shown and in Dragon Ball FighterZ it is revealed that like Scouters his Power Radar is unable to detect Godly ki.

Influence and similarities on other series

Akira Toriyama and his work in the Dragon Ball series has influence in several other manga work. Similar works use an identical kind of "inner power", and that "inner power" made the characters grow stronger.

  • Ring ni Kakero (Shonen Jump,77) authored by Masami Kurumada. Many concepts from this series are similar to Dragon Ball, such as tournament fighting, exciting fighting styles, and chi power.
  • Masashi Kishimoto states in a message in his manga, Naruto, that he was influenced by Toriyama. In Naruto, the concept similar to ki is called chakra level; the trademark technique being the Rasengan, which requires a high level of chakra control. In fact, Kishimoto originally meant ki instead of chakra, but he got the two concepts confused and it was too late to change the name by the time he noticed, so he ended up going with the term chakra for the entire series, though the concept is still based on ki.
  • In the manga Saint Seiya, authored by Masami Kurumada, the protagonist Seiya is the titular character of the namesake show. He is one of the 88 saints of Athena and serves loyally at her side. Seiya dons the bronze cloth (an armor that denotes sainthood) of Pegasus and draws power ("cosmos") from the constellation that connects to it. The saints can grow stronger if they raise higher levels of "cosmos".
  • Bleach is a manga and anime series by Tite Kubo. All Bleach characters are "souls". Living humans contain souls within their bodies. Disembodied souls, or spirits, have a form composed of particles of spiritual energy called "Reishi" (霊子 Spirit Particles). Souls emanate an energy called "Reiatsu" (霊圧 Spiritual Pressure) that is similar to ki. Certain unique humans naturally have both the power to sense and the strength to fight with spirits. Ordinary humans can gain the ability to interact with spirits by spending time around a large source of spirit energy. Ichigo Kurosaki is the exact example and considered to be one of the strongest characters.

  • Ghost Sweeper Mikami is a manga and anime series by Takashi Shiina. A type of spiritual energy labelled as reiki is common among all the characters in the series. It is measured in a fashion similar to the scouters in Dragon Ball, but in more relation to this manga it is gauged with a ring-shaped measuring device which enlarges from its original ring size, surrounds the target and temporarily drains them of their spiritual energy. The end result is a rating defined as "might" which can alternatively be seen as a power level.
  • Claymore, created by Norihiro Yagi, possesses the concept of yoki, which all of the eponymous Claymores (an army of female warriors working for the mysterious Organization) possess. Yoki is also possessed by a group of carnivorous demons called "yokai", with the Claymores being human females that are trained and turned into half-yokai hybrids in order to fight them. The Claymores are all ranked from 1 to 47, with 1 being the strongest and 47 being the weakest. Usually, this ranking is based solely upon the amount of yoki the individual possesses (Clare, the protagonist is only one-quarter yokai and is ranked at 47). Further, only use a small portion of their yoki at any given time but can tap into more of it at the risk of permanently transforming to beasts known as Awakened Beings.
  • Haiyore! Nyaruko-san, a series of light novels by Manta Aisora (later adapted into several anime), contains a joking reference to Dragon Ball when the title character Nyaruko (AKA Nyarlathotep) says that she has a fighting power of 530,000 (equivalent to Frieza's first form), which makes her one of the strongest fighters on Earth; she also mentions that a farmer with a hunting rifle has a power of 5.
  • Toriko uses a Capture Level system, which is used to determine the strength of the creatures living in the Gourmet World. It is highly similar to Dragon Ball Z, in that the strength of the creatures encountered as the series progresses increases exponentially. The first measured Capture Level was that of a Garara Gator, which has a Capture Level of 8. The highest Capture Level seen is 530000, coincidentally or intentionally the same number as Frieza's first form.
  • World Trigger is a manga series by Daisuke Ashihara. Trion, an energy created by an organ next to the heart, is used to power Triggers, powerful weapons that are used against the main antagonists, Neighbors. While most Triggers are white, a black Trigger can be created using the life force of a person. Black triggers are more powerful than white Triggers. Additionally, when one has a high level of trion, an extrasensory perception arises. For example, Yūma Kuga's side effect is that he can detect lies.
  • The Seven Deadly Sins, a manga series by Nakaba Suzuki uses Balor's Power Eye that determines the power level of the characters that represents their pure fighting prowess presented as numerical values and is the sum of three different values: magic, strength and spirit. It is to be noted however that Power Levels in the series are nothing more than rough estimates of one's overall capabilities and, at best, should be use for nothing more than reference. Their values can change, mainly based on the situation at hand, compatibility between powers as well as each individual's physical and mental condition and overall skill.
