Ryūsei Nakao (中尾 隆聖, Nakao Ryūsei), real name Tomoharu Takeo (竹尾 智晴, Takeo Tomoharu) (born February 5, 1951), is a Japanese actor, singer, and seiyū from Tōkyō Metropolis, Japan. He is attached to 81 Produce and has a blood type of A. He has also worked under the name of Tomoharu Minamiya (南谷 智晴, Minamiya Tomoharu).

He is known for voicing Frieza, Cooler, and Tambourine. He also voiced Chilled in Dragon Ball Heroes and the Dragon Ball: Episode of Bardock anime adaptation.
