I'm sorry, but as soon as the Cell Saga got into the billions, I knew this was far too inaccurate to gauge. Some studies on this very wiki would show you that each individual unit in power levels is substantial, and that you had already registered Cell Saga people that are higher than Buu Saga people should be. In months of calculating and recalculating, I have Mystic Gohan somewhere in the area of 3,850,000,000, and SS Vegito at 4,150,000,000. The two strongest characters in Z, save for Buuhan.
I also learned that if one does not gauge power levels through the manga and does so with the anime, they will be wrong. Toriyama did not animate those scenes.Toei did, and they're known for they're lack of continuity and consistency. I find it hard to accept the fact that over 10+ years (Not counting the HTC) Goku and Vegeta would barely be stronger than a billion, even by Z Standards.
If we say that by 1 year Goku/Vegeta get 1.2/x stronger, then in 12 years they would go, or well at least Goku would, from 3,000,000 to 43,200,000 in Base Form.
His Super Saiyan 3 Form would allow him to gain the power of 17,280,000,000, beyond your own SS Vegetto and Mystic Gohan.
And, an other thing is that Base Vegetto, at least by my point of view, should be stronger than Mystic Gohan. Even though he was not in the Manga, I can argue that the gap between a heavily suppressed SS Vegetto and Buuhan, would allow a Base Vegetto to defeat Buuhan.
Once again, each individual unit is significant. This means that theoretically, someones increase from 150,000,000 in Super Saiyan to 180,000,000 would be astronomical. Your literally considering multiples of peoples power, which is why your so high. Its not like the androids are several times stronger than Frieza. Just strong enough to make Frieza be insignificant. I've learned that if some has 20% higher of a power level (10% in some cases) that they can entirely trash their opponent. I'll list examples if you wish.
You probably also factored in unspoken of Zenkai's, which Toriyama barely used after the Frieza saga. The only times used were mentioned, so these unspoken of Zenkai that everyone proclaims occur should not be used. Zenkai's accelerated the growth of the Saiyans in training, which is how Goku got from 8,000 to 90,000 in one week in 100x Gravity. I theorize Zenkai stops either when the user achieves SS or they're body stops growing, (which seems to be in the 30's area for Saiyans). If that is the case, then that would fiercely slow their progress, and all the sudden, instead of getting 11x stronger, they're just like everyone else, with a very slow rate of progress. I recently realized I may have been a little low, as it seems the gap between Base form and SS shrinks as the user adjusts to the form, but I had Goku at 9,100,000 in his base form in the Buu Saga. That'd put his SS3 form at 3,640,000,000, which due to the energy in this form rapidly diminishing, he cannot utilize entirely. This would keep Buuhan, Mystic Gohan, and Vegito all higher than him.
I get that I probably have his base form low, but if my theory about the power gap shrinking is accurate, then the multiples don't always stay for transformations. (x50 for SS being my main example.)
It seems that wherever there isn't a clarification of strength, you go with the highest plausible factor based on your assumption that because Vegito wasn't trying, that his power was supressed "heavily" in his battle against Buu. Its clarified that Vegito's base form wasn't stronger than Buuhan in the manga. "Gokhan" wouldn't have to go Super Saiyan, but Vegito had to. Thats why he did it right away in the manga.

Saiyans stop growing at the age of 80. It was proven by Manga Chapter 8 of Dragon Ball Super.
Actually, I did not factor in any Zenkai's, after Freeza saga, namely because they do not matter.
It was said that a Zenkai Boost helps a Saiyan grow in power after surviving a brutal meeting with near-death.
I did not oversestimate the power of any user, maybe Yamcha.
In 6 months, Goku got 19/x stronger whilst training to combat the Saiyans. By my power levels, Goku got 36/x stronger in 12 years, something that should have happened in 1 year.
In those 12 years, by corrective factoring I can estimate that Goku's full power in his Base Form during Buu Saga should be at the very least - 1,368,000,000 - meaning he should have gotten 456/x stronger, let alone training with Whis, Super Saiyan God / Super Saiyan...

Your 4th line is opinion, not fact. Once again, once the Zenkai's stopped, so did the rapid growth of strength. Your on this multiples of power thing. Why do you feel the need for them to be that high? And why do you still not acknowledge the fact that each individual unit is significant? You wouldn't have that high of a number if you did. He'd accidentally blow up the Earth if he were to throw a Ki blast with that level of power; especially in a SS form. I can see him at that power once he became a god, but before that, he was exponentially lower.

If you look at how Goku's posture was while he was being "examined" by Beerus, you can deduce that he was quite relaxed, insinuating that he was suppressed, or further insinuating that he had more power.
His training actually did change overtime, more specifically if you look at how strong he got in the Hyperbolic Time Chamber, when training with someone that was weaker than himself for a time period greater than 6 months, he got over 3 times stronger (Minimum 3 times, seeing as when Vegeta came out of the HTC and was fighting Cell, he remarked that Vegeta had gotten about 3 times stronger).
Finally, I can state that Goku by Buu Saga should have a power of the upper Millions in his Base Form, respectivelly.
Goku still would've corrected him about the base form remark. Goku doesn't have to be at full power for Beerus to analyze the forms potential.
The "3 times stronger" was an anime only remark ( in reference to his Super Saiyan power, not all of it; not to say that his base didn't get stronger at all), I believe soley on FUNi's part. He did not actually get three times stronger. That would be inconsistent with SS2 being 2x that of a Super Saiyan. (or 100x the base form). Like I said, aside from the HTC, their training wasn't any more than what they had already adjusted to.
I still feel that Goku's base form wouldn't be any higher than 50-60,000,000, as the "kilis" power level thing translates Yakons power level into 40,000,000, which Goku was somewhat on par with in his base form. Even at that point not being at full power in Base, he still used a significant amount of power. Using under 10% of ones power is usually an acknowledgable factor in this series, meaning that unless it was said that he wasn't trying at all, it didn't happen.
One more thing, you seriously think Krillin ever got above 1,000,000? You also rated Goten and Trunks as half as strong as Frieza, as they were both said to be about the strength of Frieza each. You did inaccurately rate on several occasions. There is no way around it. You used the anime as a guide for this power level gauging, and because of that, perhaps only that, this list is wrong. GT is barely gaugable. Just watched it 3 weeks ago. Inconsistency in all but 2 episodes. Most of them with power.
