Tournament Chairman is the blue, scrappy-looking dog that first appears at the 21st World Martial Arts Tournament.

BiographyEdit

He is said to have an important announcement to make and is handed the microphone by the World Tournament Announcer at the beginning of the 21st World Martial Arts Tournament. However, he simply says "Woof". It is assumed that he keeps his duty as the Chairman, but is never seen again. His actual name is never revealed and he is only referred to as the "Tournament Chairman".
