As, you read the title what if 16 wasn't killed by Cell? What would happen? Would Gohan transform into SSJ2? I think the answer is no. Why.... because Gohan won't be able to find a clue to be transformed into SSJ2 though Cell would have destroyed him before he could stand a chance. And if we talk about others then I would say, except Goku and Gohan no one of rest of them would be able to defeat Cell even Cell could use his juniors to destroy them all as he almost did. But, if the death of them could effect Gohan's mind and force hem to transform into SSJ2 then Cell would make him self destructive as he did.
